Are we referring to installing tile onto a substrate? If so then thinset is needed and not grout which is used for filling in grout joints between tiles. The most common grouts are made by mixing cement, lime, colouring pigment, and water. Sometimes sand is used too. On the other hand, when tile is laid on cement, cement/no fiber board in the US board, or water proofing membranes, thinset is used. This ensures that the tile sticks to the board or surface. A thinset is variously referred to as mortar, thinset mortar, thinset cement, dry set mortar or drybond mortar. Usually the mix of a typical thinset consists of cement, fine sand and a water retaining agent. This could be an latex.
For different types and sizes of tiles, different thinsets are recommended.
